A heat pump replaces the AC and the heat source with one outdoor unit and one indoor unit. ENERGY STAR says it uses the same ductwork as an existing central AC or furnace, so no other renovations or electrical upgrades are required, and that replacing an older central AC with an ENERGY STAR certified heat pump could save nearly $600 over the product's life on cooling costs alone (ENERGY STAR heat pump guide).

In the ring that is a natural fit. 91 percent of homes heat with electricity (Census ACS) and only 6 percent with utility gas, so most homes have no gas furnace to keep. Federal minimums for a split-system heat pump are 14.3 SEER2 and 7.5 HSPF2 (DOE 2023 standards FAQ), and the utility programs below require more.

The reported median is $13,450 across 186 reports, with the middle half at $10,000 to $20,000. The rebate programs subtract a small share of that. The largest, Duke Energy Florida's $1,000 for a higher-efficiency heat pump replacing strip heat, is under a tenth of the reported median, so compare bids on the efficiency ratings and the net cost, not on the rebate alone.

Where this job sits in the system

Heat pump replacement: the parts this job touches
Heat pump replacement: the parts this job touchesA cross-section of a house. Indoors: a wall thermostat, an indoor unit in a closet with an air filter, blower and evaporator coil, supply ducts in the attic with ceiling vents, a condensate drain line that exits through the wall, and a breaker panel. Outdoors: the condenser unit on a pad, joined to the indoor unit by two refrigerant lines and fed through a disconnect box. Highlighted on this page: Indoor unit: blower and evaporator coil; Outdoor unit: compressor, fan and condenser coil; Refrigerant lines.
  1. ThermostatThe wall control. It tells the system when to run.
  2. Air filterCatches dust before the air reaches the blower and coil.
  3. Indoor unit: blower and evaporator coil on this pageThe blower moves the air; the cold coil cools it.
  4. Ducts and ventsCarry cooled air to the rooms and bring return air back.
  5. Condensate drain line, pan and float switchCarries off the water the coil pulls out of the air.
  6. Outdoor unit: compressor, fan and condenser coil on this pageMoves the heat from your house to the outdoors.
  7. Breaker panel and outdoor disconnectThe power feed to the system, and its local shut-off.
  8. Refrigerant lines on this pageTwo copper lines that link the indoor coil to the outdoor unit.

Simplified drawing, not to scale. Real systems vary: the indoor unit can sit in an attic or closet, the ducts can run in the attic or under the floor. A heat pump has these same parts and also runs in reverse to heat. Original illustration, not a photo.

Doing the math

Compare like with like. Heat pump systems reported a median $13,450 and Florida AC-or-heat-pump systems reported $12,000, but the two groups are different samples, so the difference is not the price of adding heat. Ask each bidder for one price for the AC and one for the heat pump on the same home.

Check these yourself first

A heat pump that will not heat or cool is not always a dead heat pump. Rule out the filter, thermostat settings, breaker and a blocked outdoor unit before you accept a replacement quote.

Utility rebates

Duke Energy Florida runs a program specifically for replacing strip heat with a heat pump, which confirms that strip heat is common enough in Florida homes for a utility to pay to remove it. Every program has an efficiency floor, timing rules and a required step, so read each one before you sign.

Questions people ask

How much does a heat pump cost to replace?

Homeowners reported a median $13,450 for a full heat pump system across 186 reports, with the middle half at $10,000 to $20,000.

Which Tampa Bay utilities give heat pump rebates?

Tampa Electric, Duke Energy Florida and Lakeland Electric each have a program on file. The table above lists amount, efficiency floor and cities we map to each.

Do I need new ducts for a heat pump?

ENERGY STAR says a central heat pump uses the same ductwork as a current central AC or furnace (ENERGY STAR heat pump guide). If the ducts leak, which ENERGY STAR says is typical to 20 to 30 percent of air (ENERGY STAR duct sealing), fix them at the same time.

Is a heat pump better than an AC in Florida?

In summer it cools the same way an AC does, and ENERGY STAR says it can be even more efficient. It also heats, and ENERGY STAR puts winter heating at roughly one-third the cost of electric heating (ENERGY STAR heat pump guide). 91 percent of ring homes heat with electricity, though the Census does not say how many already have a heat pump.

These questions come from the topic clusters below in our research on 2,095 mined questions (Repair vs. replace, new system, sizing, installation: 94; Heat pump problems (aux heat, defrost, not heating): 66; High electric bills / efficiency / SEER: 9). The wording and answers are ours; we do not republish anyone's post.
